Cyclone Thane kills at least 33 in southeast India (Reuters)

CHENNAI, Dec 31 (AlertNet) ? At least 33 people died when Cyclone Thane hit coastal southern India near the former French colony of Pondicherry, officials said Saturday, causing thousands to evacuate and damaging roads, buildings and power lines.

Thane hit Tamil Nadu state Friday with winds of up to 135 kmph (83 mph) and tidal surges of up to 1.5 meters (5 feet). About 6,000 coastal villagers were forced to seek safety in relief shelters, the state's Chief Minister J Jayalalitha said.

"Most of the deaths in the district were because of house collapses and electrocution," said V. Amuthavalli, an official in Cuddalore district, the worst-hit area.

At least seven people died in Pondicherry, popular with Indian and foreign tourists for its beaches and gardens, a town official said. A French foreign ministry spokesman said a French citizen was among those killed.

"France would like to express its profound solidarity with the authorities and people of India in the wake of cyclone Thane," the spokesman said.

Also, the foreign ministry website has advised French people planning to travel to the area for the New Year to delay their plans for a few days.

Trees were uprooted and roads damaged along a 40 km (25 mile) stretch of coast that includes the township of Auroville, known for its avant-garde architecture and yoga community.

The storm quickly lost strength over land and Saturday morning India's weather office said it was now a depression that would bring some heavy rain across the south.

India's cyclone season generally lasts from April to December with severe storms often causing dozens of deaths, evacuations of tens of thousands of people from low-lying villages and widespread crop and property damage.

In 1999, a "super-cyclone" battered the coast of the eastern state of Orissa for 30 hours with wind speeds reaching 300 kph (186 mph). It killed 10,000 people.

NFL Picks Week 17: Predictions for Every AFC West Matchup

If the football gods had known better, this weekend would feature the Denver Broncos vs. the Oakland Raiders in a game to decide the AFC West title. Instead we?ll see two games at the same time, 1:00 pm Sunday, to decide the fate of the division.

The Broncos will host the Kansas City Chiefs with the playoffs on the line. A loss by Denver will knock them out of the running for the division title. They would also need help from others to even make the playoffs. While Denver can worry about the playoffs, the Chiefs are playing for their jobs after a disappointing season.

In Oakland, the Raiders host the San Diego Chargers with their own playoff hopes in question. The Raiders need to win and hope for a rare Denver loss to make the postseason appearance they banked on when trading for Carson Palmer.

Who will win this week, and which players are the keys to the games? Watch as B/R lead writer Matt Miller breaks down this week in football for the AFC West.

Case Closed? Columbus Introduced Syphilis to Europe (LiveScience.com)

In 1492, Columbus sailed the ocean blue, but when he returned from 'cross the seas, did he bring with him a new disease?

New skeletal evidence suggests Columbus and his crew not only introduced the Old World to the New World, but brought back syphilis as well, researchers say.

Syphilis is caused by Treponema pallidum bacteria, and is usually curable nowadays with antibiotics. Untreated, it can damage the heart, brain, eyes and bones; it can also be fatal.

The first known epidemic of syphilis occurred during the Renaissance in 1495. Initially its plague broke out among the army of Charles the VIII after the French king invaded Naples. It then proceeded to devastate Europe, said researcher George Armelagos, a skeletal biologist at Emory University in Atlanta.

"Syphilis has been around for 500 years," said researcher Molly Zuckerman at Mississippi State University. "People started debating where it came from shortly afterward, and they haven't stopped since. It was one of the first global diseases, and understanding where it came from and how it spread may help us combat diseases today."

Stigmatized disease

The fact that syphilis is a stigmatized sexually transmitted disease has added to the controversy over its origins. People often seem to want to blame some other country for it, said researcher Kristin Harper, an evolutionary biologist at Emory. [Top 10 Stigmatized Health Disorders]

Armelagos originally doubted the so-called Columbian theory for syphilis when he first heard about it decades ago. "I laughed at the idea that a small group of sailors brought back this disease that caused this major European epidemic," he recalled. Critics of the Columbian theory have proposed that syphilis had always bedeviled the Old World but simply had not been set apart from other rotting diseases such as leprosy until 1500 or so.

However, upon further investigation, Armelagos and his colleagues got a shock ? all of the available evidence they found supported the Columbian theory, findings they published in 1988. "It was a paradigm shift," Armelagos says. Then in 2008, genetic analysis by Armelagos and his collaborators of syphilis's family of bacteria lent further support to the theory.

Still, there have been reports of 50 skeletons from Europe dating back from before Columbus set sail that apparently showed the lesions of chronic syphilis. These seemed to be evidence that syphilis originated in the Old World and that Columbus was not to blame.

Armelagos and his colleagues took a closer look at all the data from these prior reports. They found most of the skeletal material didn't actually meet at least one of the standard diagnostic criteria for chronic syphilis, such as pitting on the skull, known as caries sicca, and pitting and swelling of the long bones.

"There's no really good evidence of a syphilis case before 1492 in Europe," Armelagos told LiveScience.

In the seafood?

The 16 reports that did meet the criteria for syphilis came from coastal regions where seafood was a large part of the diet. This seafood contains "old carbon" from deep, upwelling ocean waters. As such, they might fall prey to the so-called "marine reservoir effect" that can throw off radiocarbon dating of a skeleton by hundreds or even thousands of years. To adjust for this effect, the researchers figured out the amount of seafood these individuals ate when alive. Since our bodies constantly break down and rebuild our bones, measurements of bone-collagen protein can provide a record of diet.

"Once we adjusted for the marine signature, all of the skeletons that showed definite signs of treponemal disease appeared to be dated to after Columbus returned to Europe," Harper said, findings detailed in the current Yearbook of Physical Anthropology.

"What it really shows to me is that globalization of disease is not a modern condition," Armelagos said. "In 1492, you had the transmission of a number of diseases from Europe that decimated Native Americans, and you also had disease from Native Americans to Europe."

"The lesson we can learn for today from history is that these epidemics are the result of unrest," Armelagos added. "With syphilis, wars were going on in Europe at the time, and all the turmoil set the stage for the disease. Nowadays, a lot of diseases jump the species barrier due to environmental unrest."

"The origin of syphilis is a fascinating, compelling question," Zuckerman said. "The current evidence is pretty definitive, but we shouldn't close the book and say we're done with the subject. The great thing about science is constantly being able to understand things in a new light."

Municipality may have to ponder court battle to pay for wastewater guidelines: mayor

Mayor John Morgan of the Cape Breton Regional Municipality says the lack of a strategy between his municipality and the senior levels of government to finance new multimillion-dollar federal wastewater regulations could be a launching pad to a second legal action against the province. Chris Shannon ? Cape Breton Post

Mayor John Morgan of the Cape Breton Regional Municipality says the lack of a strategy between his municipality and the senior levels of government to finance new multimillion-dollar federal wastewater regulations could be a launching pad to a second...

SYDNEY ? With pressure mounting for the Cape Breton Regional Municipality to meet multimillion-dollar federal wastewater guidelines, regional council may have to consider heading back to court to fight for fairer equalization transfers from the province, Mayor John Morgan said.

In a recent year-end interview with the Cape Breton Post, Morgan said there is no funding strategy from the senior levels of government. That could force the municipality to launch another lawsuit against the province because it can?t afford to implement the Canada-wide municipal wastewater effluent strategy at a cost of approximately $454 million.

?I think what?s obvious in the subsequent period after the case was heard by the court is that really the provincial government had no intention of ever negotiating. They simply do not want to fix that issue (of equalization),? Morgan said.

Construction and operation of eight wastewater treatment facilities, which according to federal legislation must be built over the next decade, will cost $425 million. These wastewater facilities must begin operation by 2021 because the communities fall within the high-risk level category for raw sewage discharge.

With the inclusion of building and upgrading wastewater facilities in medium- and low-risk level communities, the cost jumps another $30 million to be constructed over 30 years.

The municipality will be in contravention of Environment Canada?s Wastewater Systems Effluent regulations if it fails to comply.

Earlier this year, regional council passed a motion instructing staff to halt spending on the wastewater strategy until the provincial government provides a ?reasonable approach? before it would commit anymore money.

A Service Nova Scotia spokesperson said last month provincial officials have been encouraging CBRM staff to continue work on developing a wastewater strategy.

?The three levels of government have not reached any kind of agreement in terms of who?s going to cost-share what and what that?s going to look like,? said Celeste Sulliman.

The province is currently reviewing all programs and services, including the distribution of equalization funding to municipalities. It?s expected the government will release the report in the spring.

The CBRM?s legal case, launched in 2004, was based on Section 36 of the Constitution Act, which places an obligation on the province to provide a reasonably comparable level of service to residents for comparable taxation.

Following rejection of its argument at both the Supreme Court of Nova Scotia and the Nova Scotia Court of Appeal, the CBRM made an application to have the issue heard by the Supreme Court of Canada. However, the high court declined to hear the case in December 2009, effectively killing the lawsuit.?

Ever since, the municipality has remained steadfast in its position that it?s not getting enough money to close the gap with other municipalities in the province.

A closed-door meeting in Sydney on Sept. 30 with Premier Darrell Dexter did little to bring both sides closer together on the equalization issue.

Dexter asked for greater co-operation and to focus on some bedrock infrastructure projects, but Morgan said that wasn?t possible when the province continued to support policies that ?starve the region.?

Morgan said council has put in place the groundwork to return to court proceedings by refusing to spend more money on the wastewater strategy.

?Inevitably, the federal government is going to appropriately say these (facilities) are going to need to be constructed to comply with international law,? he said.

?So the groundwork is really being set ... to get a statement of whether or not all citizens of our country have an entitlement to comparable services at comparable tax rates, as is stated in the Constitution.?

With the province remaining largely silent on the wastewater issue, the mayor said, the CBRM is facing its first progress report on implementation of the wastewater strategy this June.

?Some (provincial) bureaucrats have suggested that we ought to try to borrow over 50 years, and that might be a mechanism by which we fund it. The challenge, of course, is that it?s simply not sustainable. There would be no way we would be able to do that,? he said.

Ottawa has also suggested the gas tax fund money each municipality receives could be used against the cost of constructing wastewater facilities.

However, the CBRM has already ruled that out, as it only receives approximately $7 million annually from the fund. That?s not enough to cover the construction of these facilities or the estimated $10 million in operating costs each year, Morgan said.

Neither is the solution found in raising residential and commercial taxes, he said.

Tax rates have remained steady in the CBRM since 2001, and that?s unlikely to change, according to Morgan, who said residents need property tax and service stability as the municipality fights for a fairer equalization formula.

?The concern I have in either raising taxes or engaging in drastic austerity is it?s the municipal government acting as a surrogate for the province in taking punitive measures against our own people. We ought to be fighting the province for fairness rather than fighting with our own citizens.?

Entering a municipal election year, this is likely to continue to be a hot topic.

Morgan said he intends to seek a fourth term as mayor.

Olympus auditor handover shows no guideline violations: panel (Reuters)

TOKYO (Reuters) ? A panel reviewing auditing processes at scandal-hit Olympus Corp (7733.T) said on Tuesday it found no violation of accounting guidelines in the handoff to the Japanese arm of Ernst & Young (ERNY.UL) from the previous auditor in 2009.

The panel was established by Ernst & Young ShinNihon LLC to look into criticisms of the auditing process raised in a separate investigation commissioned by Olympus into its $1.7 billion accounting scandal.

The panel said, however, that further examination was needed on whether there were any problems in the handling of the takeover from KPMG AZSA LLC.

Mel and Robyn Gibson Finalize Divorce; $850 MILLION Split Evenly

Often forgotten during the Mel Gibson-Oksana Grigorieva drama of recent years was the fact that he and wife Robyn were married, albeit separated, the whole time.

No longer.

Mel's net worth of $850 million will be divided evenly between the pair, who were married for 28 years, according to those familiar with their divorce settlement.

The dissolution of their marriage was finalized late last week. Robyn filed for divorced in April 2009, but she and Mel, who have seven children, remain close.

Mel Gibson, WifeMel Gibson, Robyn Moore

Gibson split with Robyn after announcing he was having a baby with Oksana Grigorieva. Gibson's baby Lucia with Oksana was born October 30, 2009.

That couple split a short time later as documented in the now-infamous Mel Gibson rants. Gibson has since worked out a custody deal with Oksana.

Robyn has asked that her maiden name of Moore be legally restored, but there is clearly much more than restoring her good name involved here.

Believed to be by far the largest divorce settlement in Hollywood history, the actor's payout to Robyn dwarfs others in the nine-figure range even.

Challenge extended, Vanessa Bryant.

Ainovo's bargain Novo 7 ICS tablet ready to tickle US pockets?

Remember that curious $100, ICS-touting, Novo 7 tablet we saw back at the beginning of the month? Until now, the Ainovo (aka Ainol) branded device was a bit of a gambler's punt, with some Chinese sites charging a suspicion-arousing $60 shipping fee. Now, however, the odds are looking slightly better, with some US-centric retailers listing the 1GHz MIPS-based XBurst CPU slate as available for pre-order. With Gingerbread and Honeycomb versions still out there, you'll want to keep your eyes peeled and check exactly what you're getting. But, if you still really want some of the seven inch Android 4.0 budget-slab goodness (albeit for $19 more than initially thought), check the source links for more info.

Illinois Baby's Death Not Apparently Linked To Formula Scare

EDWARDSVILLE, Ill. ? An Illinois coroner says a baby girl's recent death doesn't appear to be linked to an investigation into infant formula given to a Missouri newborn who apparently died of a rare bacterial infection. But he's seeking more tests.

Madison County Coroner Steve Nunn said Friday that an autopsy revealed no physical evidence of infection in the Illinois child. But he wants additional lab tests "in view of recent public health reports concerning the possibility of infant formula contamination."

At least five national retailers have pulled a batch of powdered Enfamil Newborn formula with the lot number ZP1K7G after Sunday's death of a 10-day-old Missouri boy.

Preliminary hospital tests indicate the boy died of a rare infection caused by a bacteria sometimes found in dried milk and powdered formula.

People more likely to lie when texting, according to UBC research

It's so much easier to be deceitful when you don't have to actually look into somebody's eyes, right? That's what a study conducted by the University of British Columbia figured out. Here's how it was done: 170 students were brought in to perform mock stock transactions using one of four methods -- face-to-face, text, video or audio. Brokers were promised higher monetary compensation for more stock sales, while buyers were told their reward would all depend on the value of the stock. The brokers were given inside information that the stock was rigged to lose half of its value, while buyers were only told after the transaction was over and were asked to report on whether or not the brokers were deceitful when selling this stock to them. The study analyzed which method produced the most lies and found that buyers who used texts were much more likely to report deception, while video chatting was the least. Skeptical about your significant other's text that says they're just at their friend's house or washing their hair? See if you can Skype them instead. Check out the full results of the study after the break.

Sony Ericsson says Ice Cream Sandwich updates start in late March/early April

Android 4.0 Ice Cream Sandwich

Sony Ericsson already told us which of its phones will be the first to get Android 4.0 Ice Cream Sandwich. Today it's giving us a time frame.

Toward the end of March or early April, the Xperia Arc S, Xperia Neo V and Xperia Ray will be the first to get Ice Cream Sandwich. The Xperia Arc, Xperia Play, Xperia Neo, Xperia Mini and Mini Pro, Xperia Active and Sony Ericsson Live with Walkman will start getting updates in late April/early May.

That's still some months away, of course, but kudos to Sony Ericsson for being so transparent about the process.

Fed proposes rules to tame Wall Street risk-taking (Reuters)

WASHINGTON (Reuters) ? The Federal Reserve proposed new rules on Tuesday to restrain risk-taking by the largest U.S. banks as it tries to make the financial system more resilient against future crises.

The proposal, required by the 2010 Dodd-Frank financial oversight law, includes new capital and liquidity rules for the largest banks that would roll out in two phases and not likely go further than international standards.

The plan issued on Tuesday closely follows statements the Fed has made in recent weeks to calm Wall Street concerns that U.S. standards may be more aggressive than those of other nations, putting U.S. banks at a disadvantage.

Some analysts were hoping the Fed would provide more details in its proposal and that in many areas it simply echoed the law, leaving the specifics for later.

"This is pretty much a book report on the Dodd-Frank bill," said Paul Miller, a bank stock analyst at FBR Capital Markets.

The Fed said both the capital and liquidity requirements would be implemented in two phases.

The first phase would rely on policies already issued by the Fed, such as the capital stress test plan it released in November.

That stress test plan will require U.S. banks with more than $50 billion in assets to show they can meet a Tier 1 common risk-based capital ratio of 5 percent during a time of economic stress.

The second phase for both capital and liquidity would be based on the Fed's implementation of the Basel III international bank regulatory agreement.

That standard brings the Tier 1 common risk-based capital ratio requirement to 7 percent, plus a surcharge of up to 2.5 percent for the most complex firms.

"They're basically following the guidelines from Basel on the capital buffer. There were really no big surprises," said Gerard Cassidy, bank analyst at RBC Capital Markets.

One area still unclear is how much the surcharge will be for banks that are above $50 billion in assets, but are not in the group of eight institutions considered globally systemic. A Fed official told reporters they have yet to make a decision on the issue, but if these banks eventually face a surcharge, it will likely be a small amount.

The KBW Bank Index of stocks closed up 4.1 percent, a slight gain over where it was prior to the Fed's release.

The rules, once finalized, will apply to all banks with more than $50 billion in assets, including Goldman Sachs Group Inc, JPMorgan Chase & Co and Bank of America.

Most large U.S. banks already meet the Basel III requirements scheduled to fully go into effect in 2019.

For its liquidity requirements, the Fed is waiting on the Basel Committee on Banking Supervision to flesh out its own liquidity recommendations before setting out U.S. requirements.

The central bank said it initially would hold U.S. banks to a qualitative liquidity standard.

Under the Fed plan, banks would have to assess, at least once a month, what their liquidity needs would be for 30 days, for 90 days, and for a year, during a time when markets are stressed. They would be required to have enough liquid assets to cover 30 days of operations under these circumstances.

The proposals released on Tuesday are aimed at ensuring that financial firms have enough capital and liquid assets on hand to weather a future financial crisis. During the 2007-2009 crisis, taxpayers put up $700 billion to bail out the financial system, partially through capital injections into banks.

THREE MONTHS OF LOBBYING

The rules will be out for public comment until March 31, 2012, giving Wall Street time to argue that being forced to keep so much cash on hand it will hurt lending and the economic recovery.

Executives, including JPMorgan Chief Executive Jamie Dimon, have complained that regulators are littering the financial landscape with rules, without properly analyzing their economic impact.

A Fed official on Tuesday said the agency does not have an estimate on how much the capital and liquidity standards will impact U.S. economic growth.

But he said the net benefit to the financial system outweighs the cost to Wall Street and any short-term decrease in credit availability.

The rules proposed will not only apply to the largest U.S. banks. They will also cover any financial firm the government identifies as being important to the functioning of financial markets and the economy.

The government has yet to decide which non-banks, such as insurance companies and hedge funds, meet this standard.

When such companies are designated, the Fed said it may "tailor" the rules, which were drafted mostly with banks in mind, to better fit that particular company or industry.

The law also requires the Fed to write tougher standards for foreign banks with operations in the United States. Fed officials said on Tuesday they would release those proposals soon, and that they would apply to about 100 firms.

UNTANGLING THE BANKS

The Fed rules also try to limit the dangers of big financial firms being heavily intertwined. It would limit the credit exposure of big banks to a single counterparty as a percentage of the firm's regulatory capital.

The credit exposure between the largest of the big banks would be subject to an even tighter limit. A bank with more than $500 billion in consolidated assets could not have a credit exposure of more than 10 percent to another bank of that size.

"I would be surprised if it caused anybody to change their financing arrangements," said Dwight Smith, a partner at Morrison & Foerster LLP in Washington. "This requirement is not going to force anybody to get smaller."

Further, the Fed proposal requires banks to bolster their capital if it appears they are heading into trouble, such as being overexposed to risky assets.

The rule outlines four phases of this "remediation" process that a bank or other large financial organization would go through if it hits certain triggers signaling weakness.

If a bank does not bounce back after following through on requirements such as a capital boost, the regulators could then restrict dividends, compensation, or even recommend the institution be seized and liquidated.

The Fed did not provide details about how much of the remediation process would be made public.

Paint-on solar cells developed

ScienceDaily (Dec. 21, 2011) ? Imagine if the next coat of paint you put on the outside of your home generates electricity from light -- electricity that can be used to power the appliances and equipment on the inside.

A team of researchers at the University of Notre Dame has made a major advance toward this vision by creating an inexpensive "solar paint" that uses semiconducting nanoparticles to produce energy.

"We want to do something transformative, to move beyond current silicon-based solar technology," says Prashant Kamat, John A. Zahm Professor of Science in Chemistry and Biochemistry and an investigator in Notre Dame's Center for Nano Science and Technology (NDnano), who leads the research.

"By incorporating power-producing nanoparticles, called quantum dots, into a spreadable compound, we've made a one-coat solar paint that can be applied to any conductive surface without special equipment."

The team's search for the new material, described in the journal ACS Nano, centered on nano-sized particles of titanium dioxide, which were coated with either cadmium sulfide or cadmium selenide. The particles were then suspended in a water-alcohol mixture to create a paste.

When the paste was brushed onto a transparent conducting material and exposed to light, it created electricity.

"The best light-to-energy conversion efficiency we've reached so far is 1 percent, which is well behind the usual 10 to 15 percent efficiency of commercial silicon solar cells," explains Kamat.

"But this paint can be made cheaply and in large quantities. If we can improve the efficiency somewhat, we may be able to make a real difference in meeting energy needs in the future."

"That's why we've christened the new paint, Sun-Believable," he adds.

Kamat and his team also plan to study ways to improve the stability of the new material.

NDnano is one of the leading nanotechnology centers in the world. Its mission is to study and manipulate the properties of materials and devices, as well as their interfaces with living systems, at the nano-scale.

This research was funded by the Department of Energy's Office of Basic Energy Sciences.

(AP) ? Pounding rain from a tropical storm swelled rivers and sent walls of water rushing through the southern Philippines while people were asleep, killing more than 200 with scores missing, officials said Saturday.

Some of the dead were swept out to sea from the worst-hit coastal cities of Cagayan de Oro and Iligan in the Mindanao region, which is unaccustomed to the typhoons that are common elsewhere in the archipelago nation.

Cagayan de Oro city councilor Alvin Bacal said 107 people had died in the flooding in his city alone, citing military figures.

In Iligan, 79 bodies were recovered in the city after more than 12 hours of continuous rain from Tropical Storm Washi overflowed a river and sent muddy floodwaters cascading from nearby mountains, Mayor Lawrence Cruz said. About 250 people are unaccounted for in Iligan, said military spokesman Lt. Col. Randolph Cabangbang.

A man in Cagayan de Oro said he heard a cry for help around 10 p.m. while the floodwaters were still low.

"Suddenly, there was a very strong rush of water," the man, who was not identified, told a local TV station.

Ayi Hernandez, a former congressman, said he and his family were resting in their home late Friday when they heard a loud "swooshing sound" and water quickly rose ankle deep inside his home. He decided to evacuate to a neighbor's two-story house.

"It was a good thing because in less than an hour the water rose to about 11 feet (3.3 meters)," the height of the ceiling of his house, he said.

Civil defense administrator Benito Ramos said 18 drowned in floodwaters in central Negros Oriental province, whose southern tip was nipped by the eye of the storm later Saturday.

The floodwaters were waist-high in some neighborhoods that do not usually experience flooding. Scores of residents escaped the floods by climbing onto the roofs of their homes, Cruz said.

Those missing included prominent radio broadcaster Enie Alsonado, who was swept away while trying to save his neighbors, Cruz said.

Rep. Rufus Rodriguez of Cagayan de Oro said that about 20,000 residents of the city had been affected and that evacuees were packed in temporary shelters.

Television footage showed muddy water rushing in the streets, sweeping away all sorts of debris. Thick layers of mud coated streets where the waters had subsided. One car was shown to have been carried over a concrete fence.

Authorities recovered bodies from the mud after the water subsided. Parts of concrete walls and roofs, toppled vehicles and other debris littered the muddy streets.

Rescuers in boats rushed offshore to save people swept out to sea by the raging floodwaters. In Misamis Oriental province, 60 people were plucked from the ocean off El Salvador city, about 6 miles (10 kilometers) northwest of Cagayan de Oro, said disaster official Teddy Sabuga-a.

About 120 more were rescued off Opol township, closer to the city, he added.

He said an island in the middle of the Cagayan de Oro river was inundated, but there were no immediate reports of casualties or people missing.

Cruz said the coast guard and other rescuers were scouring the waters off his coastal city for survivors or bodies that may have been swept to the sea.

An 80-year-old woman drowned after being trapped in the first floor of her flooded home in Zamboanga del Norte province. A 30-year-old man and a 10-year-old boy also drowned, said provincial disaster officer Dennis Tenorio.

Washi, the 19th storm to hit the Philippines this year, came ashore in eastern Mindanao and blanketed the region with thick rain clouds 250 miles (400 kilometers) in diameter.

It quickly cut across the region overnight and was over the Sulu Sea by midmorning Saturday. It was then headed for Palawan province southwest of Manila and was expected to cross the narrow province before dawn Sunday, said forecaster Leny Ruiz.

Ruiz said the weather bureau's records show that storms that follow Washi's track come only once in about 12 years.

Lucilo Bayron, vice mayor of Puerto Princesa in Palawan, told ABS-CBN television he has already mobilized emergency crews but local officials have not ordered an evacuation "because it's not raining and the weather is still fine here."

Ramos, a former army general, said by law two army divisions ? about 20,000 men ? in Mindanao and part of the central Philippines are supposed to help with rescue and relief work, backed up by hundreds of local police, reservists, coast guard officers and civilian volunteers. However, he could not give an estimate of how many are actually involved.

Col. Leopoldo Galon, military spokesman for the eastern section of Mindanao, said 420 soldiers have been assigned for disaster duties. There was no immediate comment from the western Mindanao military spokesman.

Ramos said the high casualties in Mindanao could be attributed "partly to the complacency of people because they are not in the usual path of storms" despite four days of warnings by officials of an approaching storm.

He also said heavy rains fell on nearby Bukidnon province's vast pineapple plantations, which sit on a plateau that drains rainfall through a river system that runs through Cagayan de Oro. Mountains near Iligan were denuded, also causing the flash floods and mud flows that swamped the city, he said.

Storms and typhoons that normally pass through the northern and central Philippines are pushed farther south of the country by cold winds during the northern hemisphere's winter season late in the year.

Back-to-back typhoons in September left more than 100 people dead in the northern Philippines.

The electric mole rat acid test

Research suggests secret of creatures? imperviousness to feeling the burn

Web edition : 2:02 pm

When life gives naked mole rats lemons, the wrinkled, buck-toothed rodents probably don?t care. They are impervious to the sting of acid.

But scientists in Berlin are onto the secret of the social rodents? acid insensitivity. Naked mole rats? acid sensors work just fine, but a protein responsible for relaying messages about acid?s presence to the nervous system is easily blocked by the same positively charged hydrogen ions that lend substances acidity, researchers report in the Dec. 16 Science. The discovery may give researchers clues about where to target drugs that could relieve pain associated with inflammation.

?I?ve been trying to figure out this question in mole rats for a number of years, and the answer has been elusive,? says Thomas Park, a neuroscientist at the University of Illinois at Chicago who was not involved in the study.

It was Park who first got Gary Lewin of the Max Delbr?ck Center for Molecular Medicine in Berlin interested in studying naked mole rats. Lewin and Ewan St. John Smith, a postdoctoral researcher in Lewin?s lab, led the new research.

Mole rats live in large social groups in burrows underground. The crowded, confined conditions cause carbon dioxide levels to rise to as high as 8 to 10 percent of the air ? a concentration that would cause a person to pass out within five to 10 minutes. High carbon dioxide and low oxygen levels make body tissues acidic, something that is very painful for nearly all mammals. (Inflammation also raises acidity in tissues, producing pain.) If mole rats had not evolved a way to ignore acid the little rodents would be in constant agony, Lewin says.

Most researchers thought the animals? insensitivity to acid probably stemmed from a lack of functional acid sensors in pain nerves, says Harold Zakon, a neurobiologist at the University of Texas at Austin. ?But there?s a little unexpected kick here,? he says.

Naked mole rats do have fully functional acid sensors. ?To our great surprise they are all there and are even more active and easily opened? than similar acid sensors in mice, Lewin says. ?That left us in a bit of a puzzle.?

Usually when sensors detect acid or other substances, nerve cells change their electrical properties, then fire off an electrical message to the rest of the nervous system. The pain nerves in the naked mole rats change their electrical properties but never send the message, the researchers found.

?It?s as if, in the naked mole rat, acid is acting like a local anesthetic,? says Lewin.

The team traced the missing message to a protein called a sodium channel in the pain nerves. Naked mole rats have a slightly different version of the sodium channel ? named Nav1.7 in most mammals and SCN9A in humans ? than most other mammals, except for cave-dwelling microbats, which also live in chemically challenging environments.

The mole rats and bats have three amino acids near the hole of the doughnut-shaped sodium channel that are negatively charged. Those amino acids apparently attract hole-blocking positively charged protons more strongly than the amino acids found in the human and mouse versions of the protein. When the researchers engineered human cells with the naked mole rat version of the sodium channel, the human cells reacted like the mole rat cells do.

If researchers can figure out how to block the same part of the sodium channel in humans, the result could be a painkiller that takes away pain but doesn?t make people groggy the way many analgesics do now, says Geoffrey Woods, a clinical geneticist at the University of Cambridge in England.

(AP) ? American teenager Lexi Thompson has taken a two-shot lead after the second round of the Dubai Ladies Masters.

The 16-year-old Thompson, who is the youngest LPGA Tour winner, had six birdies en route to a bogey-free, 6-under 66 Thursday and 136 total.

"I just made a few more putts today," Thompson said. "I hit it a little bit closer. I was just thinking 'stay steady' and playing consistent."

Swedish veteran Sophie Gustafson (67) and Margherita Rigon (68) shared second place, while Julieta Granada and Becky Morgan trailed the leader by three shots.

Michelle Wie is four shots behind after a 67. The 22-year-old American, who is looking for her first win of the year, rallied after an opening-round 73. She had five birdies overall, including four on the back nine.

"I made a couple more putts," Wie said. "I have two more days to try and shoot some more low scores."

Overnight leader Lotta Wahlin of Sweden needed eight more strokes on Thursday, scoring a 74.

Thompson got her short game working after finishing 16th in the first round. She hit a lob wedge within 10 feet of the pin on the second hole and sent a 178-yard iron shot on the next hole within 15 feet to birdie both.

Thompson has started to match the hype that has surrounded her arrival on the tour, winning the Navistar LPGA Classic by five strokes in September.

A victory in Dubai would make her the second youngest winner on the European Tour after Amy Yang of South Korea, who won the ANZ Masters in 2006 at 16 years, 191 days. That is just over five months younger than Thompson.

"This is such a great tournament and it would be an honor to win this," Thompson said. "So I'm jut going to try and take it easy and play one shot at a time."

Wie also got her start on the LPGA Tour at 16 ? turning pro two years ago.

However, she has struggled to meet expectations, winning only twice on the LPGA tour and this year falling to 17th in the rankings because of nagging injuries and a drop in form.

On Thursday, Wie had a bogey-free round in the season-ending event and made several key birdie putts, including a 30-footer on No. 12.

"A little frustrated after the last two holes, but I kept steady out there today," said Wie, who missed a 12-foot birdie putt on No. 18. "I'm still in contention, and going to go out there tomorrow, shoot another low round."

Playing alongside Wie, the 38-year-old Gustafson is also looking for her first victory of the year. She was five shots back after the first day, but had five birdies in a bogey-free second round.

"I was striking the ball very well, so it feels good," Gustafson said. "I was actually hitting the ball awful on Tuesday during the Pro Am, but the Swedish coaches that are here this week from the Swedish Golf Federation helped me find my ball striking."

Four-time major winner Laura Davies (81) continued to struggle in Dubai. The 48-year-old Englishwoman will miss the cut for the second week in a row.

She made an early exit at the Indian Open ? only the fourth time she had missed a cut on tour ? after her caddie failed to show up for the first round because of visa problems. She carried her own bag and shot 3 over the first day.

This week, Davies said her problems came down to poor play. Needing a sub-par round Thursday for any chance to play into the weekend, Davies had three bogeys and two double-bogeys on the front nine to end her chances.

"I started nicely. Three-putted the first and had an eagle chance on 3 and just missed it," Davies said. "On the fourth hole, I hit what I thought was a good chip and it went in the water. Triple-bogey, six over. The cut is obviously going to be 1 or 2 (over) and that is a long ways back from there."
